Lookup 1996 Utah Code Changes

This function finds changes made in the Utah Code by any bill that passed in 1996 including bills from the General Session and the Sepcial Session.

Enter the Utah Code section, chapter or title number in the form:
    Section: 17A-3-102
    Chapter: 17A-3
    Title: 17A

If the 1996 Enrolled bills change the part of the Utah Code you enter, you will be given a list showing the section number, bill number and type of change for each change made. To see the full text of any change click on the list item. You will go into the bill directly to the part of the bill that changes the section you clicked on. If the bill has been vetoed, the item in the list will reflect that. Also the title of the bill in the window of your browser will indicate that it was vetoed.

Vetoed Bills

When a bill has been vetoed, it is still in this database. The changes made by that bill will not, however, become effective. In the search results you get, any bill that has been vetoed is clearly marked. Click here for a complete list of the Governor's veto actions respecting 1996 bills. The list includes a link to the bill affected by the action.

Effective Dates of Changes

Unless otherwise provided explicitly in the bill, every bill goes into effect on the 60th day after the end of the session in which it passed. (That is April 29, 1996 for General Session bills and June 17, 1996 for the bills passed at the April 17-18 Special Session.)

Any special provisions for an effective date different than the general rule are explicitly provided in a section at the end of the bill entitled "Effective Date." That section can provide for an effective date earlies or later than the general rule. A provision for an effective date earlier that 60 days after the session requires a 2/3 vote of both houses of the legislature to be effective. A later effective date requires no special vote.

Be aware that an effective date clause may provide for one or more parts of the bill to be effective at a different time than the rest of that bill.
