Types of Committees

There are four basic groups of committees that can be classified by when they meet.

Standing committees only function during the session. The House and the Senate have their own identically named set of standing committees. The House and Senate committeees meet seperatly during the session. Each corresponding pair of standing committes have the same staff. (The House Judiciary and the Senate Judiciary committess have the same analyst and attorney, for example.)

Joint Appropirations Subcommittees are usually only active during the session with one exception. The exception is the Joint Appropriation Executive Committee, commonly known as Executive Appropriations. That committee meets regularly during the Interim usually on the tuesday before Interim Day. It is listed under both the Appropriations group and the Interim Committee group for ease of finding it. The other appropriations committee may meet during the interim but it is unusual and infrequent that they do.

Interim Committees meet on Interim Day (usually the third wednesday of each month.) Actually, the term "interim committee" is ambiguous because any legislative committee that meets during the interim (the time between the end of one session in February and the start of the next the following January) can be called an interim committee. For the purposes of organizing information for you, however, we use Interim Committee to mean a committee that meets based on the monthly Interim Day schedule. Two committees meet on a tuesday before Interim Day: Legislative Management and Executive Appropriations. These two committees are included in the Interim Committee list.

The Interim Committees meeting on interim day have the same names as the Standing Committees. However, Interim Committees meet jointly; Senate and House members meet together. Also, the memberships are not exactly the same (usually close to the same) and the Chair of the interim committee may be different than the standing committee.

The Other Task Forces, Committees and Commissions are legislatively staffed groups that meet during the interim and set their own schedule on days other than Interim Day. Usually they meet once a month but some meet more frequently and others meet much less frequently. All these groups are provided for in the Legislative Rules or the Utah Code and have legislative members on them. Some have non-legislator members as well.

Webmaster note: NOTICE vs. AGENDA

Legislative committee staff prepare a Notice of Meeting and an Agenda for each meeting. Sometimes both items are in one file, sometimes they are in two. If they are in one document, the Notice usually comes above the agenda. If there is only a notice file, it probably contains the agenda as well.

Webmaster note: PROPOSED v. FINAL minutes

The version of the minutes of a legislative committee that is first released by the legislature and provided here is the DRAFT or PROPOSED version. That version is being sent to the members of the committee for their consideration prior to the next meeting where a motion to adopt or amend the minutes would be in order. The minutes of the following (or later) meeting will indicate if the earlier minutes were approved or amended. The legislature has never republished and reissued the corrected minutes as best we have been able to determine. The secretaries do keep the corrected version for historical purposes. We have asked the legislature for a regular way to obtain the final version of the minutes. If they do, we will incorporate that into these pages.
