Utah Administrative Rules

Utah state statutes allow (and sometimes require) departments and other agencies of Utah State Government to create Administrative Rules that have the force of law.

All the current existing Administrative Rules are compiled by the Division of Administrative Rules into the Utah Administrative Code. The Administrative Rules are changed frequently and regularly by state agencies. For any new or changed rule to go into effect, it must first go through a process that is set out in statute. The process includes the publication of the proposed new or changed rule in the Utah State Bulletin which is also published by the Division of Administrative Rules. The Bulletin comes out twice each month on the 1st and the 15th. When a previously proposed new or changed rule is to go into effect, its effective date is also published in the Bulletin.
