R728-504-1 Authority.
This rule is authorized by Section 53-6-105.
R728-504-2 Implementation of the Regional Training Program.
A. The POST Regional training program was implemented in 1984 to facilitate the implementation of this program. The state has been divided into the following geographic and political regions:
1. Region 1 - Box Elder, Cache, Rich Counties
2. Region 2 - Davis, Morgan Counties
3. Region 3 - Salt Lake, Tooele Counties
4. Region 4 - Daggett, Duchesne, Uintah Counties
5. Region 5 - Summit, Wasatch, Utah Counties
6. Region 6 - Beaver, Juab, Millard Counties
7. Region 7 - Carbon, Emery Counties
8. Region 8 - Grand, San Juan Counties
9. Region 9 - Garfield, Iron, Kane, Washington Counties
10. Region 10 - Utah Department of Public Safety
11. Region 11- Salt Lake City Police Department
12. Region 12 - Salt Lake County Sheriff's Office
13. Region 13 - Law Enforcement Administrators (Executive Development Institute)
14. Region 14 - Weber County
15. Region 15 - Sanpete, Sevier, Piute, Wayne Counties.
R728-504-3 Funding.
The POST Director will annually determine the funding level for each region.
R728-504-4 Use of Funds.
A. Regional training funds shall be used for legitimate training expenses such as:
1. instructor fees and expenses (per diem, lodging, and travel)
2. training materials (manuals, printing, etc.)
B. Regional training funds shall not be used for the following:
1. to purchase training equipment such as projectors, televisions, vcr's, etc., and
2. to purchase food items for officers attending regional classes.
R728-504-5 Definitions.
A. POST training region means a geographical or political subdivision of the state designed to administer POST regional training funds.
B. Regional training coordinator. The individual designated by a region's law enforcement executives to administer the POST regional training program. Responsible for developing, advertising, and executing the regions annual training program.
C. POST regional training liaison. A member of the POST staff assigned to assist a specific POST training region. Responsible for assisting the regional training coordinator with the administration of the regions POST training program.
D. POST regional training supervisor. A member of the POST staff assigned to oversee the POST regional training program. Responsible for maintaining the regional training budget and statistics, and assisting POST regional training liaisons and regional coordinators. Reports to the POST standards and in-service bureau chief.
R728-504-6 Regional Training Committees.
Each region shall organize a training committee to assist in the development and administration of the region's training program. This committee shall meet as often as necessary to insure adequate coordination of the training program, at least quarterly. These meetings shall be planned and conducted by the regional training coordinator with assistance from the POST regional training liaison. The purpose of these meetings is to discuss training issues.
R728-504-7 Regional Training Schedules.
A. The regional training coordinator, with assistance from the assigned POST regional training liaison, is responsible for scheduling classes universally attractive to the majority of the agencies in the region. This schedule of classes, for the upcoming fiscal year, shall be submitted to the POST regional training supervisor no later than the last friday in April. This will allow time for each region's schedule to be included in the POST annual in-service and regional training catalog.
B. The regional coordinator will determine if there is adequate business to justify holding a regional meeting every three months. If not the POST regional training liaison shall meet with the regional training coordinator.
R728-504-8 Regional Training Reports.
The regional training supervisor shall compile the following reports.
A. Region activity report. Each POST regional training liaison and regional training coordinator shall be provided a monthly report on their region. The report will contain:
1. a list of all regional classes
2. hours of training for each class
3. cost of each class
4. total funds expended by the region
5. remaining funds available to the region.
B. Regional training summary. This report will list the following for each region:
1. number of schools for the month and the year-to-date
2. training hours for the month and year-to-date
3. the regional funding allotment
4. funds expended for the month and year-to-date
5. remaining funds available for each region
C. A copy of this report will be provided to the POST standards and in-service bureau chief, the POST director, and the POST deputy director.
